POSITION DETAILS
Founded in 1971 in Long Island City, Queens,
LaGuardia Community College is one of seven community colleges of the City
University of New York (CUNY). LaGuardia offers more than sixty associate
degree programs and more than fifty workforce training, ESOL, GED, and
pre-college programs. In 2023, LaGuardia served approximately 24,000 students.
More than one-third of LaGuardia’s degree-seeking students are born outside the
United States; they come from 136 countries and speak 43 heritage languages.
Sixty percent are first-generation college students.
Virtually all LaGuardia students are
ethnic minorities (89 percent), 58 percent are women, 27 percent are over the
age of 25. Forty-six percent of associate degree students are Hispanic. Upon
graduation most students transfer to four-year colleges, typically in CUNY, to
complete their baccalaureate degrees. Graduates of career programs such as
Nursing, Computer Technology, and Veterinary Technology enter the workforce.

In addition to the CUNY Title Overview
duties, responsibilities will include but are not limited to the
following:

The
Human Resources Department at LaGuardia Community College advances the
College’s mission by facilitating effective recruitment, development,
motivation, and deployment of personnel. The department is committed to
fostering a diverse and inclusive workplace where individual achievements are
acknowledged and respected.

Reporting
to the Executive Director of Human Resources, the HR Deputy Director is a
senior department leader who oversees HR operations and strategic planning. The
Deputy Director also acts in place of the Executive Director when needed, and
manages responsibilities such as recruitment, compensation, onboarding and
offboarding, performance reviews, training, HR information systems, attendance,
benefits, payroll, and policy implementation for LaGuardia and CUNY.
The Deputy Director will be
responsible for, but not limited to:
- Works
with the Executive Director to manage the daily operations of the HR
office;
- Leads
improvements to Human Resource services by developing and recommending
College-wide policies, procedures, and practices, and communicating them
clearly to the college community;
- Advises
Deans, Directors, and Chairpersons on human resources concerning both
faculty and staff;
- Provides
guidance and support for initiatives promoting diversity, equal
opportunity and the fair and impartial treatment for all College
employees;
- Investigates
sensitive HR matters and collaborated with the Executive Director to
identify appropriate resolutions;
- Works
closely with the Provost, Deans, Vice President and Department Heads to
provide guidance on recruitment, classification, and compensation matters;
- Oversees
all aspects of recruitment operations, including job descriptions,
auditing and reviewing postings, developing and maintaining organizational
charts, search plans, compensation analysis; employment offers, preparing
for campus HEO screening committee meetings, University approvals,
CUNYWork and CUNYFirst Talent Acquisition Management (TAM) and other
position posting related issues;
- Conducts
interviews, serving as a search committee member to streamline all aspects
of the recruitment processes;
- Oversees
the implementation of compliance related training and instructional
programs designed to educate employees on policies and procedures, e.g.,
CUNY Workplace Violence, Sexual Harassment Prevention and Title IX;
- Oversees
the development of campus-based employee learning and workshops;
- Manages
the New Employee Orientation; evaluate existing processes, suggest
improvements, and put those enhancements into action;
- Liaises
with the CUNY Central Professional Development & Learning Management
Office regarding learning opportunities for the campus;
- Oversees
benefits administration team to ensure the timely and accurate processing
of all benefit related documents and forms including but not limited to
employee health and pension selections, unemployment insurance and
workers’ compensation;
- Liaises
with the CUNY Central to troubleshoot complex issues related to employee
benefits;
- Oversees
to ensure data integrity and implement new CUNYWork features or College
processes for payroll, time and leave, leave reporting, data imaging,
performance management, and personnel action tracking;
- Assists
the Executive Director with special assignments and other tasks as
directed;
- Serves
on various College and University committees; assumes responsibility for
special projects and other duties as assigned.
QUALIFICATIONS
Bachelor's degree and eight years'
related experience required.
PREFERRED QUALIFICATIONS
- High
degree of judgment, tact, discretion and professionalism as well as a
profound respect for the confidentiality of the documents and
communications involving the office.
- Meticulous
attention to detail and accuracy in matters of proofreading, document
