Position Information

  • The West Virginia Higher Education Policy Commission and the Council for Community and Technical College Education are seeking a visionary leader to serve as Vice Chancellor for Human Resources.

    Position Overview: Based in South Charleston, WV, and reporting to the Executive Vice Chancellor for Administration, this executive role offers the opportunity to shape human resources strategy, policy, and culture across a dynamic statewide system—including the Commission, Council, WVNET, and nineteen state-supported institutions. As a member of the Chancellor’s cabinet, the Vice Chancellor will provide strategic leadership in talent acquisition, organizational development, benefits administration, and workplace culture.

    Responsibilities include overseeing the West Virginia Higher Education Retirement Plan, collaborating with fiduciary, legal, and recordkeeping partners, supporting institutional HR leaders, chairing statewide committees, and managing compensation, classification, and benefits for employees. The Vice Chancellor will also advise on employee relations, performance management and workplace culture, while analyzing training needs and sponsoring professional development for HR teams.

    Position requires a master’s degree in human resources management, labor relations, business administration, or a related field, along with at least ten years of progressive human resources management experience, including five years at the executive or senior level.

    Experience in a multi-campus higher education institution or system office is preferred, and professional certifications such as CCP, SHRM-SCP, SPHR, or CBP are strongly desired. The ideal candidate will demonstrate strategic leadership, excellent communication and project management skills, a commitment to equal employment opportunity and continuous improvement.     Salary: $110,000.00 - $143,000.00 Annually

  • The Commission develops and oversees a public policy agenda for West Virginia’s four-year colleges and universities. Comprised of a 10-member board, the Commission works with institutions on accomplishing their missions and carrying out state procedures. A source of support for institutions and students, the Commission’s work includes academic affairs, administrative services, finance and facilities, financial aid, health sciences, human resources, legal services, policy and planning, science and research, and student affairs.
