    Job Description

    The Associate Vice President for Human Resources serves as the Chief Human Resources Officer for the University and is responsible for developing and executing human resource strategy in support of the strategic plan for the institution, specifically in the areas of employee relations, organizational development, talent acquisition and on-boarding, retirement and insurance benefits, Payroll, HR information systems and data management, and classification and compensation programs; the AVP provides strategic leadership by articulating HR needs and plans to the executive leadership team.

    This position is directly responsible for providing visionary leadership to the HR Department with direct management oversight over major HR functional unit leaders and secondary management oversight for their respective teams.

    Key Responsibilities

    • Establish and implement HR efforts and programs that effectively communicate and support the institution's mission and strategic plan.

    • Develop HR plans and strategies to support the achievement of overall university operations and objectives.

    • Function as a strategic advisor and leader to Administrative Council and Deans and Leadership Councils regarding key organizational and management matters.

    • Lead and collaborate with executive leadership to establish talent acquisition and retention initiatives, along with employee and leadership development objectives that correspond to the institution's strategic plan.

    • Develop and implement comprehensive employee total rewards plans that are competitive, cost-effective and that are aligned with institutional opportunities and objectives.

    • Plans and directs the implementation and operation of human resources policies and procedures in all areas of human resource management, while ensuring compliance with Division of Human Resources (DHR) / State Board of Education (SBOE) rules and federal and state employment / personnel laws.

    • Direct and supervise human resources staff members in the delivery of all HR functions including employee relations, organizational and talent development, talent acquisition and onboarding, retirement and insurance benefits, leave administration programs, Payroll, HR information systems and data management, and classification and compensation programs.

    • Oversees programs and counsels, guides, and advises leadership, managers, and employees in resolving complaints, grievances, performance management and corrective actions, and related employee relation concerns. Develops problem resolution procedures and programs for timely and effective resolution of related issues.

    • Oversees the management and maintenance of HR Information System records and related data, including serving as the custodian of employee records.

    • Oversees and provides leadership in university talent acquisition programs that create a sense of belonging and value a positive and energetic work culture for the campus community.

    • Works closely with the Office of General Counsel as appropriate in the resolution of complex HR matters and related legal disputes.

    • Represents the University in hearings on human resource activities, i.e., DHR, Idaho Personnel Commission, University grievance committees, Department of Labor, and Worker's Compensation.

    • Develop and manages the human resources office budget.

    Minimum Qualifications

    • A bachelor's degree from an accredited university and five years progressively responsible human resources leadership experience.

    • Strong demonstrated knowledge of federal/state personnel laws, regulations, and industry best practices.

    • Excellent verbal and written communication skills;

    • Demonstrated strategic leadership experience in developing and implementing HR policies, procedures, services, and programs.

    • Demonstrated experience and the ability to cultivate a positive workplace culture that values all and creates a sense of belonging.

    • Demonstrated ability to collaborate, negotiate, and mediate complex HR issues while maintaining and strengthening relationships with a wide range of internal and external constituents.

    • Demonstrated leadership and collaborative skills in supervising, developing, leading, and inspiring a team of experienced HR professionals.

    • Excellent interpersonal and organizational skills with demonstrated ability to balance competing priorities and work successfully in a dynamic, fast-paced, multi-tasking, and complex organization.

    Preferred Qualifications

    • An advanced degree in a related field such as an MBA, MA/MS in Human Resource Management, or JD;

    • HR Management experience in a college and university setting or similarly complex organization;

    • Professional certification such as SHRM Senior Certified Professional (SHRM-SCP),SHRM Certified Professional (SHRM-CP), or similar certification through the HR Certification Institute, (HRCI).
