Position Information

  • Job Summary:
    The Human Resources Manager position plays a critical role in the coordination of employee leaves and benefits to support the mission, vision, and values of the college. Duties include performing a variety of professional duties including supervision, innovative development and management of employee leaves, benefits, and workers compensation. Additionally, this position assists with managing and administering elements of the college’s programs and practices for job classification and compensation programs and provides support in the overall direction and management of the college’s human resources and labor relations functions.

    Essential Duties:
    1. Manage and monitor employee’s protected leave eligibility and usage, ensuring timely notification to employees and supervisors when protected leave balances are nearing depletion
    2. Counsel staff planning a leave of absence (including professional development, personal, parental and medical leaves) regarding continuation of employee benefits when applicable. Notify employees of their rights under Family Medical Leave Act/Oregon Family Leave Act/Paid Leave Oregon, bargaining agreements and college policies.
    3. Monitor physician certifications and return to work status. Work with the Benefits Coordinator on coordination of benefits, return to work, workplace accommodations, and worker’s compensation requirements.
    4. Supervise the college’s workers’ compensation program, including claims review and monitoring, work injuries and return-to-work program, job accommodation processes, disputed claim agreements, claims disposition agreements and claims reserve monitoring. Work with employees and supervisors in preparing return-to-work plans and accommodations for injured employees. Work with the college’s and workers’ compensation carrier’s legal staff to prepare claims settlements. Supervise maintenance of employee medical files.
    5. Supervise the administration of the College’s benefits programs including group insurance benefit offerings, optional benefits, 403(b) plans, flexible spending accounts, tuition waiver benefits, employee assistance program, and retirement benefit programs. Ensure cost sharing is calculated in compliance with collective bargaining agreements.
    6. Work with Benefits Coordinator on changes to benefits instituted by OEBB and/or federal or state health care reform; design implementation strategies; work with Benefits Coordinator and OEBB to research and resolve issues.
    7. Responsible for compliance, tracking and reporting for the Affordable Care Act.
    8. Manage the annual plan selection process. Work with the Benefits Coordinator in communicating new plan information and rates. Download census, prepare statistical reports, and projections. Proof college caps and composites.
    9. Provide support to the Benefits Coordinator in the management of the annual open enrollment including the coordination with OEBB and insurance carriers, proofing detailed communication to employees and retirees. Host the general open enrollment information sessions. Answer questions related to open enrollment throughout the open enrollment period.
    10. Manage the college retirement and early retirement processes. Oversee the Benefits Coordinator in counseling staff preparing to retire, and answering questions regarding benefits conversion options. Explain early retirement policy, rules, and procedures to employees. Calculate years of service and determine eligibility. Manage the College’s leave of absence processes. Supervise and train support staff to ensure leaves follow collective bargaining agreements, college policies, and federal and state laws. Coordinate the interaction of FMLA/OFLA/OPFML, short-term and long-term disability, worker’s compensation, accrued leave, college pool reserves, and ADA accommodations.
    11. Oversee the employee exit process for terminating employees and early retirees. Oversee early retirement calculations and process, and sign early retirement contracts.
    12. Counsel supervisors and employees on sensitive labor and employee relations matters, including performance issues and disciplinary actions. Advise and assist manager in identifying employee relations, performance, and behavioral issues, and determining appropriate course of action. Review disciplinary actions forms, providing feedback and assistance as needed. Work with college liability counsel on disciplinary actions and terminations.
    13. Assist in maintaining preferred hiring and recall lists, and manage layoff placements related to staff reductions. Provide outplacement assistance to retrenched and displaced employees.
    14. Lead the development and ongoing maintenance of a college-wide hiring manual that focuses on best practices for benefits and leaves management, with a focus on college values, mission, and core themes.
    15. Support and contribute to a climate of innovation and improved services for students, college employees and the community. Utilize existing department technology to maximize efficiency and advocate for the continuing expansion of department technology, within fiscal constraints. Recommend new/updated procedural changes to ensure efficient use of department resources.
    16. Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to area of control.
    17. Coordinate special projects, analysis, and surveys. Compile and analyze data for decision-making processes. Prepare statistical reports and perform other related duties as assigned.
    18. Provide campus-wide trainings regarding benefits, retirement, worker’s compensation or employee leaves.

    Education and Training:
    • Requires bachelor’s degree in business, human resources, public administration, or related discipline with emphasis in personnel/human resources management.
    Additional human resources experience and/or completion of PHR or SPHR certification may substitute for the bachelor’s degree requirement.

    Experience:
    • Position requires a minimum of 3 years human resources experience that includes experience in employee benefits, leaves administration, workers compensation, or related employment functions.
    • Requires prior experience supervising staff.
    Knowledge, Skills and Abilities:
    • Position requires knowledge and understanding of practices and principles of human resources functions, policies and procedures, including employee leaves, benefits, and other personnel related topics.
    • Knowledge of ADA guidelines and processes for arranging accommodations are needed.
    • Ability or desire to work with culturally, linguistically, and economically diverse individuals.
    • Must have knowledge of computer programs, including word processing, spreadsheet, and database applications.
    • Must have excellent communication skills (oral and written), including ability to communicate in an effective manner to resolve conflicts and encourage teamwork.
    • Also requires the ability to speak publicly.
    • Must have good record keeping skills, be detail oriented, well organized, and have the ability to ensure accuracy and meet strict timelines.
    • Must have the ability to train staff and provide direction and leadership.
    Work Environment and Physical Requirements:
    Work is generally performed in an office environment with frequent interruptions. Occasionally work early/late hours. Position is subject to pressures and periodic stress due to strict timelines and accuracy requirements. Changes in the performance environment require occasional upgrading of skills. Occasional travel is required. Learned physical skill is required for using a computer. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
