Position Information

  • The West Valley-Mission Community College District is seeking a talented leader to fill the position of Executive Director, Human Resources, Employee Relations.

    The West Valley-Mission Community College District is located in Silicon Valley, the center of the world’s high tech industry. The district is composed of two colleges: West Valley College in Saratoga and Mission College in Santa Clara. Together they enroll more than 13,000 students with diverse backgrounds who attend day, evening, and weekend courses in addition to distance learning. The two colleges offer a rich array of academic programs and student support services to meet the multi-faceted educational needs of the communities served.

    Our service area is one of the most ethnically diverse in the nation and includes: Campbell, Cupertino, Los Gatos, Monte Sereno, Santa Clara, Saratoga, Sunnyvale, northern Santa Cruz County, and San Jose, California’s third largest city. Unique to our service area are the many advancement, community service and educational opportunities present in the high-tech business sector, as well as the challenges presented by a high concentration of low-income schools receiving Title I assistance.

    The purpose of this position is to plan, organize, direct and coordinate the activities of assigned areas within the human resources division including compliance, training, organizational development, and employee relations; to serve as the district Title IX coordinator; to coordinate compliance and employee relations activities with other district departments; and to provide highly complex administrative assistance to the Vice Chancellor, Human Resources.

    Salary and Benefits

    Salary Range:

    Initial hire range: $203,249-$216,464 annually (Administrative Salary Schedule, Range 28, Steps A-C).
    Annual salary step increases to maximum of salary range, $253,387 annually (Administrative Salary Schedule, Range 28, Step H).

    Benefits include:

    Additional compensation: $2,000 for doctorate added to base salary annually, to be prorated on a monthly basis.
    Employer-contributed medical, dental and vision for employee, spouse, and/or dependents.

    14 paid holidays, plus 1 floating holiday annually; paid non-workdays between Christmas and New Year.
    22 days vacation leave accrued annually (25 days after 5 years).

    $1000 longevity award annually after 10 years of service and $1,500 longevity award annually after 15 years of service.
    CalPERS pension plan.

    Minimum Qualifications

    Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

    Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff;
    AND

    Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration or related field;
    AND

    Seven years of increasingly responsible experience in human resources, including two years of administrative and management responsibility.

    Desired Qualifications

    The ideal candidate will also demonstrate the following desired qualification(s):

    Experience and exposure to FLSA, ADA, EEO, Title IX, FMLA, Title V, and Compliance.
    Experience with Employee Relations and maintaining effective, cooperative, and collaborative relationships with others;
    Experience or training as a Deputy Title IX Coordinator or full Coordinator;
    Experience in needs assessments, planning, and conducting training programs;
    Experience investigating and resolving discrimination and harassment complaints.

    Knowledge and Abilities

    Knowledge of:

    Principles and practices of human resources management, public sector employment law, personnel administration, compliance administration, training and development.
    Principles and practices of supervision, training, and performance evaluations.
    Principles and practices of budgets, long‐range planning and financial projections.
    Principles and practices of collective bargaining, employee relations, and labor relations.
    Principles and practices of leadership, motivation, team building, and conflict resolution.
    Pertinent local, state, and federal laws, rules and regulations.
    Principles and practices of participatory governance.
    Organizational and management practices as applied to the analysis and evaluation of programs.
    Principles and practices of organization, administration, and personnel management.
    Principles and practices of budget preparation and administration.

    Ability to:

    Plan, direct, and control the administration and operations of the Human Resources department.
    On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports and related documents; know and interpret laws, regulations, codes and procedures; observe performance and evaluate staff; problem solve division related issues; and explain and interpret policy.
    On a continuous basis, sit at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
    Prepare and administer department budgets.
    Develop and implement department policies and procedures.
    Gain cooperation through discussion and persuasion.
    Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
    Interpret and apply district and department policies, procedures, rules and regulations.
    Supervise, train, and evaluate assigned staff. Use sound judgment in recognizing scope of authority.
    Operate and use modern office equipment including computers and applicable software.
    Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
    Utilize appropriate safety procedures and practices for assigned duties.
    Communicate effectively orally and in writing.
    Relate effectively with people of varied academic, cultural, and socio‐economic backgrounds using tact, diplomacy, and courtesy.
    Establish and maintain effective, cooperative, and collaborative working relationships with others.
    Work beyond normal business hours, attend evening meetings and/or perform weekend work, and travel.
